Congressman Randolph. Mr. Downing and Secretary Straus have both told the committee of the tremendous depletion of our fuel oil during the prosecution of this war, and Mr. Downing particularly has spoken of the necessity for doing something now. I would simply like to reinforce what these two witnesses have said, applying to just one phase of the war. In a raid of allied planes from bases in Great Britain over the occupied countries and Germany itself, we are using 4,000,000 gallons of crude oil of course, that being transferred into high octane gasoline of a million gallons. Thos raids are averaging between 5 and 10 a month, therefore we are actually using 20,000,000 to 40,000,000 of gallons of crude oil each month in just that one phase of the theater of war. What the witnesses say is correct.
