The anticipated development of oil shale resources in the western Untied States will involve several federal and state agencies, which, as part of their regulatory mandates, will carry out environmental evolutions of proposed oil shale developments. This report outlines an approach successfully used by Argonne National Laboratory , to evaluate environmental impacts. This approach, which provides a comprehensive evaluation of the impacts of developing an oil shale facility, consists of the following major steps:
