Section 131(e) of the Energy Security Act specifies that project sponsors receiving financial assistance from the U. S. Synthetic Fuels Corporation shall develop an Environmental Monitoring Plan acceptable to the SFC Board of Directors with input from the Environmental Protection Agency, the Department of Energy, and appropriate state agencies. A draft outline of the EMP shall be submitted to the SFC for review and comment. The comments are addressed, Byrne Creek project personnel will prepare the detailed EMP for SFC review ad comments.
