"In part A of this report, it is contended that the meterology and air quality baseline monitoring portion of the environmental protection program instituted at the prototype, federal oil shale leaseholds was an inappropriate response to the single, critical question: what will be the environmental impact if the extensive oil shale ersources of Colorado, Utah, and Wyoming are developed to augment the nation's energy needs? In part B, the authors identify the probable cause of deficiencies in the meterological and air quality data which were acquired over a two-year period on the federal oil shale leaseholds and recommend improved procedures for future data acquisition efforts."
