"The available dielectric data on oil shale materials in the frequency range (0-1GHz) is analyzed in tens of several empirical dielectric functions proposed earlier in the literature for other materials. The empirical functions involving a distribution of relaxation times represent the data satisfactorily. The implications of these relaxation times with respect to the properties of oil shales are discussed. Fits of the Lichtenieker's formula to the dielectric data are used to extract the average dielectric constants of Kerogen and the inorganic parts."
