The achievement of the objectives requires that monitoring of designated environmental parameters be conducted beginning six months prior to the commencement of development operations and until the termination of operations, or until the Area Oil Shale Supervisor determines, to his satisfaction, that environmental conditions consistent with the requirements of applicable statutes and regulations have been established.
