"This plan sets down the procedures that Talley Energy Systems, Inc. intends to follow in carrying out the explosive fracturing of the formation at our Rock Springs, Wyoming true in-situ oil shale site . This plan is submitted for review and approval by our Technical Project Officer, Mr. Norm Merriam. In the following plan it shall be assumed that the reader is familiar with the results of the Post-Hydraulic Fracturing Formation Evaluation Report of our site presented in Reference 1. Reference 1. presents a detailed review of the post-hydrofrac formation evaluation, leading to the conclusion that there now exists four horizontal hydrofracs useable for explosive loading and detonation . The rest of this document shall present a plan whereby these four hydro fractures shall be utilized in the explosive rubblization of the oil shale production zone."
