"In 1983 Garfield County, Colorado and the United States Department of Energy (DOE) entered into the first of a series of contracts encompassing a wide range of activities pertaining to the analysis of the impacts and permitting of large scale energy development projects. The general thrust of the investigations has been to develop review procedures and analytical techniques that are easily and efficiently implemented. The first objective of the conference is to present the technology developed by Garfield County to other public and private entities and to receive comments form the conference participants concerning the use of the technical products. The second objective of the conference is to demonstrate the use of the products."
