The Forest Service and the Bureau of Land Management propose to interchange lands and minerals management responsibilities throughout their areas of jurisdiction. The purpose of this proposed interchange are 1) to enhance public service; 2) to improve the efficiency of managing natural resources; and 3) to reduce BLM and Forest Service costs of managing lands and minerals. Legislation would be needed to implement the interchange because existing law does not allow such a large exchange of lands or minerals authority between the two agencies.
