The conceptual development scheme described in this section is based on a thorough examination of existing data concerning the geological, lithological, and topographical features of the oil shale formations on Naval Oil Shale Reserve 1. The scheme selected in this preliminary analysis is predicated on the feasibility of combining surface and underground mining in a manner which takes advantage of the best features of both methods while allowing each method to enhance the workability of the other.
