"It is proposed that an approximate 50 kiloton explosive be detonated on government land at a depth of 3000 feet near the base of the Green River oil shale in the west one-half of Section 25, Township 1 South, Range 98 West, Rio Blanco County, Colorado, or at any other suitable location. This relatively isolated site is near the center of the Piceance Basin where previous wells indicate an oil shale thickness of 1800 feet averaging 25 gallons per ton. Additional criteria utilized in evaluating the site and the calculated results of such an explosion based on correlations developed in other media are given in this proposal. The intent of this proposal is to outline the pre-and post-shot environment studies and costs required to define parameters for a succeeding shale oil recovery experiment."
