The potential for organizational conflicts of interest exist among a wide array of firms currently performing a diversity of OCRWM contract requirements and desiring to propose under the subject Request for Proposals. The contractors previously or currently performing evaluation services or activities, technical consulting and management support services and professional services, and other OCRWM contractual work scopes where special OCI provisions are included in the contract, and supporting the program at eight primary locations (Chicago, Nevada, Richland, Oak Ridge, Idaho, Albuquerque, San Francisco, and Headquarters), are faced with a potential OCI determination from a bias and/or an unfair competitive advantage standpoint with regard to their eligibility for award under the subject Source Evaluation Board acquisition. The potential conflicts of interest may also apply to subcontractors and consultants at all eight locations. The primary purpose for his paper is to set forth guidelines addressing areas of potential organizational conflicts of interest.
