The scope of work for the Phase I Pacific Project demonstration module encompasses a preliminary design package and cost estimates for an underground oil shale mine and related facilities which support a commercial-sized 18,000 barrel-per-day surface retorting module located on the Pacific Property in Garfield County, Colorado. The work includes preparation of cost estimates with an accuracy of plus or minus 20 percent for development, capital, operating, and abandonment costs derived from a preliminary design package. For estimating purposes, the project costs were broken down into the following five components. Mine, crushing and screening, mine services, raw shale fines and retorted shale disposal, and abandonment plan. Volume III contains: (1) scope of work on which the estimate and schedule are based; 92) schedules; (3) estimates; and (4) schedule of expenditures.
