"Naval Oil Shale Reserves (NOSRs) 1 and 2 were established by Executive Order issued by President Wilson in 1916. Naval Oil Shale Reserve 3 was established by an Executive Order by President Coolidge in 1924. NOSR 1 and 3 were set aside as a future source of oil for the Navy"". NOSR 3 was set aside for access roads, future plant sites, and waste disposal but contains no oil shale resource of value. NOSR 1 and 3 are generally considered jointly."
