This document represents the results of efforts by Engineering Science, Inc. to develop a viable Spill Prevention Control and Countermeasure Plan for the Laramie Energy Technology Center Anvil Points Oil Shale Experimental Station. The requirements for such a plan is detailed in Title 40, Code of Federal Regulations, Part 112, "Oil Pollution Prevention - Non- transportation Related Onshore and Offshore Facilities". These regulations require the preparation and implementation of an SPCC plan for all non-transportation related facilities which have discharged or could reasonably be expected to discharge oil into the navigable waters of the United States or the adjoining shorelines.
