Attention is increasingly focused on expanding coal utilization as an energy source in the US. The President's National Energy Plan specifically calls for greatly increasing reliance on coal. However, there are a number of conflicts and constraints on this expansion which will, if unresolved, preclude achievement of the President's coal use goals. A large number of these conflicts and constraints are government-created or can be resolved by government.
