In 1982 BLM organized an oil shale hydrology task force, consisting of seven water resource professionals from Colorado, Utah, and Wyoming. Their task was to: 1) determine which hydrologic issues were of major importance to BLM in its oil shale development program, 2) identify water resource data and information needed to address those issues, and 3) identify currently available studies that could help address the various issues during preparation of RMPs or ESs.
