The late 1970's and early 1980's have seen a number of resource development projects announced for rural areas throughout Utah. Several of these proposed projects would employ large numbers of people in both the construction and operation phases. The labor requirements announced for these projects in turn have generated great concern that the quality of like in Utah's rural communities not be sacrificed in the name of economic growth.
