"The United States is heading for a major problem in domestic oil production in the mid-1990's. What can be done so that the eastern oil shales can make a significant contribution to future United States oil production, and how long will it take? Let us look at the cost structure for the initial commercial module at Means. The capital cost is $65,000 per barrel/day, and the operating cost is $22 per barrel.
